Penny Lee Consulting is based in Redmond, Oregon and owned by Penny Pritchard, MPH, a Bend native, public health practitioner, community leader, and consultant with more than 15 years of experience in public health, healthcare, and nonprofit leadership.
As a consultant, Penny partners with mission-driven organizations, public health, foundations, and community collaboratives to assess needs, secure funding, strengthen programs, and advance community initiatives through education and advocacy improving community health outcomes. Throughout her career, Penny has worked for local and state government, coordinated care and community-based organizations, an independent practice association, and a Federally Qualified Health Center.
Most recently Penny served as the Executive Director of the Central Oregon Health Quality Alliance providing dozens of grants to providers, clinics and community-based organizations to support innovative and collaborative efforts to improve health outcomes for individuals throughout Central Oregon and Southern Washington. During her time with Mosaic Community Health, she was successful in securing funding to open three health centers, expand Medicaid coverage for undocumented individuals through the Healthier Oregon Program and lead the organization through a federal audit with no findings. In 2023, she received the Health Equity and Social Justice Award from the Oregon Primary Care Association.
Penny has over 15 years of youth development and public health experience. She helped launch Friends of the Children Central Oregon chapter, previously served on the Oregon Health Authority’s Rule Advisory Committee to support legislation banning the sale of e-cigarettes to minors, and spearheaded one of Oregon’s largest electronic health record project increasing the utilization of the Oregon Tobacco Quitline by 4000%. Early on in her career, Penny co-founded a nonprofit program in the Reno/Tahoe area called Project Snow, collaborating with numerous community and industry partners to engage over 500 youth in foster care to be active through snowboarding.
Penny is recognized for her collaborative leadership style, ability to navigate complex systems, and for her commitment to advancing equitable, community-centered solutions. She is a first-generation college student and holds a Master of Public Health from the University of Nevada, Reno.
Services
Community Health Center Support
Support community health centers with grants management, government relations, and community-clinical partnerships to address health related social needs. Services could include support for HRSA related activities such as service area competition, notice of funding opportunities, change-in scope, audit and site visit readiness, reporting in the electronic handbook etc. Additional services could include developing a needs assessment, creating a development plan and grants strategy with federal, state and private funding opportunities, program planning and evaluation activities in partnership with leadership and staff.
Public Health & Community Initiatives
Strengthen public health and community initiatives through strategic planning and cross-sector collaboration. Services can include training and technical assistance, community outreach and engagement, needs assessments, program design, evaluation services including qualitative and quantitative methodology, establishing community-clinical partnerships, developing and implementing policy, systems, and environmental change strategies.
Grant Strategy & Grant Writing
Develop a strategic approach to securing funding through prospect research, grant calendars, funding strategies, and competitive proposals for foundation, corporate, state, and federal opportunities.
Grants Management
Manage the full grant lifecycle from funder relationship building, award through closeout, including planning, implementation, compliance, fiscal management, reporting, amendments, documentation, and audit readiness.
Foundation Support
Help design and manage effective, equitable grantmaking programs. Services include philanthropic strategy, setting funding priorities, grant program design, application and review processes, due diligence, grant agreements, payment workflows, grantee engagement, reporting, evaluation, and grant closeout. Support can also include board and committee processes, operational planning, and implementation of trust-based grantmaking practices.
Nonprofit Development & Fundraising
Strengthen organizational and philanthropic impact through strategic planning, board development, operational considerations, and capacity building. Create short- and long-term development plans with a mix of public and private opportunities offering organizations a diverse funding portfolio.
Fractional Development Leadership
Access experienced development leadership without adding a full-time position. Fractional support can include fundraising strategy, grant oversight, donor development, sponsorships, development systems, and coordination with executive leadership and boards.
